There is one time I can think of where you would remove an unbloomed sheath: When you do not want the flower to be produced :shock:

If your plant has recently been stressed with infection or is having a rough time establishing after a repot, removing the sheath(s) will enable the plant to abandon flowering and put more energy into roots etc.
