What do you mean by justified? Do you mean what is meant by a "large vanda"? There could be several meanings. Some vandas have a large structure with a wide leaf span and lots of room between leaves. Some vendors may call it a large vanda or a robust vanda. But vandas continue to grow upwards indefinately so any vanda can become a large plant eventually.

To define (or guess) when it is going to bloom. I know that some vandas can bloom when they are relatively small and some need to be really big, but when we say big do we look at leaf span or plant height.
I apologize if it is a silly question.
For blooming size they would be talking about the hieght of the plant if it's being grown from a seedling rather than a cutting. I have some vanda alliance orchids that bloom when they're 6" tall and some that don't start blooming until they're 12"- 18" tall.
Vanda bloom more by age than size. I have photos on my web site of blooming Vanda from a miniature with 36 flowers that is only 1 1/2 inches total size to average Vanda blooming for the first time at about 12-18 inches, but these look so much better the 2nd and 3rd blooming season.
I also own one that is over six feet with 5 feet of roots and never flowered.
