I live in the Midwest as well and have not found there to be a temperature issue. In fact, once my phals are out of bloom they go outside to enjoy the humidity, warmth and natural diurnal temp variations. During the winter, they sit in a window sill with the storm windows shut, though granted I live in an old house and the windows are a bit drafty. I have never had a problem getting them to rebloom for me personally using this method. Hope that helps a bit. Out of curiosity, do you know your relative humidity where you live? That would be my only concern.
