It looks 'peloric' to me. Some phals have this mutation which means their flowers stay this way. It's when the petals have a tendency to mimic the lip either in shape, colouring or position (sometimes all three).
It's possible it will be different on another flowering, but it's also possible it will be a 'stable' characteristic of this plant which will occur every time. Someone showed one recently that had one spike like this and another normal. That was an example of an unstable one. Sometimes it can just be a couple of flowers, other times all of them.
Some people really like peloric phals and I think there is one company who specialise in making them like this.
