Yes, only Admins. Sue is an Admin and can do it as well as Marty and while she's not arround so much as she used to be, she said to me only the other day that she's still available to help where needed. I have contact with her outside the board if we need to ask (rather than bothering Marty).

If you do do it I would advise keeping your avatar the same for at least a couple of months afterwards. This will help folks link your new name with the old one.
