Blemish on Phal

Hi

I recently noticed some white bumps on one of my Phal leaves. The bumps are hard and I guess the best way to describe them is like a pimple. At first I thought they were some sort of insect, but they didn't scratch off with my nail. I've attached a picture. Any idea what this is?
