Why a NoID is a NoID.

I apologize if this has been covered already but what if you purchase a plant that's only labeled as a seedling from a certain cross? Would an individual be able to register that particular plant with the name of their choosing?
For example, I have a seedling that's labeled Blc. Hawaiian Passion 'Carmela' x B. digbiyana 'Arcadian Alba'
