Default Is it a new lead?

I was looking over my cattleya and I saw a lump under the paper around the pseudobulb. I tore the paper off and found what appeared to be a new lead. It looks like a new leaf at the base of the plant. However, I doubt it is because it already has two new leads this year and one of them has sheath. Is this a new lead or not?

So I figured it out, it was a growth eye. Now my question is since the pseudobulb already put out a new lead and the one before it did the same will this one also developed?

It should develop eventually, although sometimes they take a while to get going and others might even develop before it.
