I use it 1/4 to 3/4 parts of water, I don't think there is anything that is going to harm the leaf, just wasting the lemon juice. Try, if it doesn't get it, add some more lemon juice.

What's the method of application of either lemon juice or milk? Are you spraying? Saturating a paper towel and wiping down the leaves? Cotton ball?
