Phal growth? what is it?

So there is this little growth (or at least I think it's growing) right below the newest leaf on one of my phals. It looks pretty thin and small to be a new spike, but it doesn't look like a root. what is it???

I've had those before, I think they're just part of the leaf. Mine have never done anything beyond growing about a 1/4 of an inch. Hopefully someone else will chime in.
