just dropped its bloom how do i get it to restart?

It should start a new growth soon that will eventually send up a flower spike.

The old spikes on a Paph will not rebloom except in a few cases and then you will see a new flower developing just in front of where the old flower fell off. If the spike has gone dry and brown just remove it. I'm not sure what you mean by "grooming" but a Paph spike will not send up side shoots like the spike on a Phal.

Some paphs only bloom once a year. What type do you have?
