You will need to repeatedly treat for the scale in order to eradicate it. I would clean the plant up of what scale you can see and the mould and then use a systemic insecticide like imidacloprid. Much more effective on scale.

I'm not really a preventative guy. Touch wood, in the last couple of years I have had nothing serious. A couple of phals with scale, a den phal with something like cochinilla, but nothing else.

Every time the plant in question gets hit with imacloprid two or three times two weeks apart for each dose.

In your shoes I would just treat it with imacloporid, and then spray it and wash it down a couple of times in quick succession to try and wash the mould away.

So, I was able to scrub all of the mould and scales off of the Vanda, with just water and a toothbrush. Took some time but wasn't as laborious as I expected. The next project is to remove all of the Spanish moss and see how badly desiccated the roots are the the basket. But that's for another thread, thank you so much for all of the advice
Unfortunately I was not able to get any other pest chems for this time, but I will definitely look into the one you recommended I did treat with a diluted Physan and neem mix because that's what I have on have and I will update with progress later.

Physan is not a pesticide and the neem oil will help control scale but usually not completely eradicate it. You likely can't get it all just from scrubbing. So keep a close eye on it and keep it isolated from other plants. Also the media will be contaminated with scale. It may need to be re-potted.
