Well I asked because I have old growths that never matured. Im no expert thats all. But at the same time I rescued it from bulb rot in Christmas. So I honestly am not sure what to do and am open to new techniques.

Fertilizer will help in growth, but it's not going to make or break any orchid.
I keep my oncids moist with sphag and keep that mix open by adding #3 coarse sponge rok, renew the media every 9 to 12 months. Feed every 2 to 3 weeks 1/2 recommended - keep them under enough light to bloom catts. Outside: "Some" take full sunlight til about 1:00 then back off to just very bright light.
Whens the last time you repotted??

If that's the case try my suggested regime above. It's still early enough in Northern Hemisphere to get new gowths (more growths) through good fertilizing and lotsa light. Can you move to a south window? Just a thought. Or can you place under a grow light? For 12-14 hours.

Unique, when you do get these new "3" leaves is it just after you fert??? Sounds like Ross gave you excellent information, keep us updated

I replanted the Oncidium in this pot about 2 months ago. With it being in this pot how often should i water it?

Can't tell for sure, but if it were mine I would water a couple times a week. When you next repot, set the plant lower in the bark so the new roots are covered. I think what is happening is the new roots get too dry long before they reach the growing medium where they can take up the water they need. I don't see any pleating on the new growth, so it isn't getting too dry right now. My best guess right now is too little water and/or fertilizer.

I have one that needed to be near specimen size before it bloomed. I don't know if that plant has ever bloomed. I water mine about once a week sometime once every two weeks in cooler months. When you come out of the cool, more frequent watering seems to promote spikes. But I have mine in a basket.

There is some great advice here so I'm sure you're all set. I only wanted to add that I had the same problem as you once because at first I was afraid I might overwater my oncidium, but then I learned by observation that since it was in such a large bark, rock, and charcoal mix medium, it needed to be watered more indeed. I water it everyday in the spring and summer and once a week in the winter. I fertilize it every other week and it's doing great.
