Question Sphag-n-Bag

Hi everyone! I sometimes wonder if I will ever run out of questions! Here is a few more: I was reading on Ray's website about the Sphag-n-Bag method.
1) Is it okay to use this if the plant still has a few good roots or is developing new roots even though the old root system is completely gone due to rot?
2) I took Ray's advice when using s/h to pot the plant and put the entire pot and plant into a bag and seal it. Is this okay if I have a little water in the bottom of the reservoir of the s/h pot instead of using the moss outside of the pot? The roots are not in contact with the water so I assumed it would be fine. I do not see much sign of moisture in the bag otherwise, but I just put the plant in the bag last night.
3) If the plants are potted in the s/h, how will I know if it is working and growing new roots and how long do the roots need to be?
