What I thought were spikes turned out to be new leaves. The top must have been hurt somehow. My question is will it flower from these side branches?

Yes. The side branches, keikis, will flower once they get to sufficient size. Does the crown look damaged?

It looks fine to me.

My dad did say the top was wobbly. He tied a stick to support it.
