Budded Sheath &amp; Empty Sheath @ Same Time?

My Potinara Redheart "Neptune" has buds coming from one sheath, another sheath that is still small, and buds coming out of a bulb with no sheath at all, all on the same plant. The buds coming without a sheath are progressing the fastest.

And as Lorraine says, don't ever cut off any old, dried sheaths, these can surprise you!
