Here's some pics of my NOID Phal that recently bloomed. Still have a few more buds that need to open, but I was feeling creative last night and decided to take pictures. The little Phal recently got a sunburn We moved into a new house, I guess she doesn't like her new window...Never had them in an East facing window, and now that I do, they're complaining....lol
This is just a shot of some new growth on my "Odontoncidium"...Is that how you even spell it? In the other photos you can see my little Oncidium in the blue pot. I've had her for almost 2 years and hane not seen her flowers. Should I just throw her away? I have a hard time making that decision on my own. I had to throw a few away at the beginning of the summer.
An east window should be fine for phals, just maybe set them back from the window a bit so the light is not quite as intense. You could also hang a sheer curtain to help diffuse some of the light, if necessary. Something to remember when moving plants to stronger light exposure is to ease them into the brighter light over a period of time (a few weeks) to allow them time to get accustomed to the brighter conditions.
As for the oncidium that hasn't bloomed, I would suggest maybe more light. They can handle more light thank you think, but once again take it slow when transitioning them to brighter conditions. Also, what is your fertilizer schedule? How much do you use when you measure it out? Ray's website (firstrays.com) has some great information on fertilizing that has really helped me out a lot (you can find it in the "free info" section). Other things to look at are new growth (new pseudobulbs) and the root system. New growth usually brings about new blooms, but not if the roots aren't healthy enough to support the plant.

Your Phals is gorgeous, and congratulations on the new growth.
Not sure about getting the oncidium to flower as that's something I'm still learning about. I've had all my Onc Alliance orchids out in my greenhouse until today (getting too cold at night) and there they get bright light (but not direct). My Sharry Baby is spiking but then that hybrid is known to flower easily. None of my other Onc Alliance orchids have rebloomed for me yet.

I agree with grasshopper. I have all my oncidiums in south s/w windows including 'Sharry baby'& most bloom several times a year. For the past 6 weeks i also 'doubled' my net curtains on my windows as I noticed them starting to get little black spots on some leaves... I will take the extra net curtain off between now & end october.
