I was offered with an oncidium (not cared at all) and i tried to bring it up. Now there seem to be two bulbs(?).
1.Will there be a spike from each p.bulb?
2. How long does a p.bulb take to produce a spike?
3. There are already old p.bulbs which are quite larger than these young ones. Does that mean these young ones should reach this large size to bear a spike?

I'm not an oncidium expert but I do have some in my collection. It definitely looks like you are doing something right to have two strong new growths popping up.
In my experience, oncidiums flower from more mature bulbs, so these new growth will need to mature before they will produce spikes. I think it's more likely that it will flower from the older bulbs if it is happy with the treatment it is getting. Sometimes my oncidiums will just produce one spike from one bulb and other times a few bulbs will flower together.
I agree, I think the new growths will need to mature before they spike. Mine are still in the stages of growing like yours though so I can't be certain.
It's not unusual to get more than one new growth per older one. They may each bloom after they have grown some more. Most Oncidiums seem to spike on growth that is pretty fully developed (pbulb is fully, or near fully developed. Some Oncidiums can get more than one spike per pbulb as well.
