It's actually that a confused growth. This can occur due to a mutation like in your Dendrobium where it happens every year. On the Catasetum here the plants seems normal looking at the previous flower stems. So it could be a one of occurence due to a sudden change in climate or anything in the enviroment.
Technically a shoot is induced as a vegetative growth but somewhere in it's early development it received a flowering induction and turned generative.
