It could either be 2 new leaves growing at once, or there is something that they don't like (not enough fert, too cold...) so they make smaller leaves. If you have other phals growing next to it, are the new leaves growing out to normal size? If they are, then this one is probably just working on 2 new leaves. If they keep on growing, their's nothing wrong.

Yes, it can. That would be a radical change of environment to the Phal with can effect new growth.

So will all future leaves be small? Or after she establishes herself will she have Bigger leaves?

They usually return to normal size once the plant is established and providing you give it the proper environment for optimum growth.

Maybe if both are growing really fast the change in enviroment is actually something it liked and now it thinks it can manage two at once
As others have said, sometimes they do grow two at once, but sometimes a leaf may be stunted due to something in the conditions.
