The IBA and NAA used in most synthetic hormone treatments are very unstable. A freshly-made batch, kept cool and dark, will be viable for around a year. At room temperature, that's cut to about 6 months, and if allowed to get warmer and/or exposed to sunlight, it is even shorter. It is because folks didn't know that, they have no idea when the product was made, what conditions it saw in transport or storage, or how long it was on the store shelves, that I believe there is so much variability in the reports of their efficacy. At least K-L-N now puts expiration dates on the bottles.
That's also one of the things I like about KelpMax, as samples that were over 4 years old have still shown high levels of active ingredients.
