I think phals are the only ones that rebloom from the old spike if cut back. I don't think you'll have any success with a milt. so I would cut back to the bottom.

I don't think these will rebloom from the same spike. I had one that did the same although I got to see the first spike that was open when I bought it and then the second two spikes just died off.
Good news is that on mine a new lead growth has apeared only a few months later. Keep looking after it and hopefully yours will grow and flower again as well.

I cut the spikes back as far as I could, with a small portion of the spike still in that leaf tube part, will it get news spikes from that same leaf?

I don't think so - but there should be new growth initiating soon - and those can bloom in the future.

Good luck, I hope it flowers for you soon! I know how frustrating it can be to see buds die. I have 1 orchid in particular that does it to me EVERY year! I think it's too hot here in Florida, I can't think of any other reason it does this to me (except possibly for its own entertainment-maybe it likes to see me stomp my feet and throw a tantrum!).

The plant looks healthy, and you've got another spike coming, so I wouldn't worry to much. Looks like the buds probably blasted in transition. Just cut the spikes without viable buds all the way off. The spikes on militoniopsis don't branch from lower nodes. The good news is that it will give that much more energy to the next set of blooms!

My Oncidium alliance is still doing good with the remaining 2 buds and spike, I am not at all familiar with this plant, so what does it like in the terms of light and water?

That's great!
Mine does well with some morning sun. They don't like to dry out. Moist, but not soggy
