Hi, In the picture you posted, it looks like leaf to me. Generally, if you gently squeeze just below the juncture of the fan, you will feel a bud if it's there. There will be a slight swelling and you can't quite flatten the leaves. So, if you're feeling resistance when you squeeze, you may have a bud.
Another way to tell is hold the plant up to a light and look through the leaves. If there is a bud forming, you can see the shape is different than a leaf would look. Here's a photo of a bud down in the leaf.

I can't tell a thing from the pictures, but judging from your description of what you felt, I think you might be right in assuming it's a bud.

Good luck to you. I hope it is a bud. That would give me hope too. I've had a Paph. 'Macabre' for almost 2 years now without a rebloom. Funny thing is, it grew a bunch while my parents took care of it while I was away at school. I'm afraid of almost everything else dying under their care, but the Paph and a few non-orchids love them and hate me!

I disagree with many of the comments - from here it looks to me like a bud. New leaves can be thin when they first appear, in that it is difficult to distinguish the edges of the leaf when it is very immature, and in these cases new leaves can look like young sheaths. However, your pics show a structure that seems a bit fattened to me. Billc had some great points too. If the growth seems swelled at the base then you likely have a bud. Before long though, you will be able to tell for sure.
