I agree, the plant looks healthy and your doing things right. But the plant looks too healthy, i.e. the leaves are too dark and glossy. If you are keeping it in the spot where you photographed, it doesn't look like it's near a window.
Phals need bright light in order to rebloom. You can either gradually put it in an east facing window (they like the morning sun once adjusted to it) or in a window where it gets very little direct sun, but a lot of bright indirect light.

Camille makes a good point.

I often put mine in a spot like the one you've got it in while there are flowers (basically in the best spot for me to enjoy the flowers) but them move them to an east facing window when they are not flowering.

I have a table just in to the room from the east facing window and I put them on that first so they can adjust to a bit brighter light, then on to the window ledge a few weeks later to get the full morning sun.
