Default Phal root problems

I repoted a phal an I noticed that all but 4 roots were roten. The other roots looked like they had mold on them. It's leaves are shriveling so should I leave it in it's pot or should I sphag and bag it

While your description is pretty clear, a picture would be helpful. Before you do anything more, I'd use some kind of fungicide or Physan 20 to clean the remaining roots, then remove anything else that looks nasty and then try the sphag/bag route

Generally it's not a good idea to put cinnamon on the roots. Cinnamon is a strong dessicant, so will pump moisture out of the viable roots, and it also has been known to inhibit future root growth. That would be disasterous for your phal!
I wouls stick with the physan 20 or another fungicide.

Actually, you may not need a fungicide at all.

Mold, fungi, and bacterial rot will not grow on living tissue. It is obvious from your description that you suffocated the root system, and that there are some obviously dead roots, but some (the moldy ones) that may- or may not be total goners.

Remove the rotting ones, and do the same for moldy ones in really bad shape, but leave the others. The fungicidal dip is optional - I agree with Camille on the cinnamon; use Physan or liquid chlorine bleach (1 oz/gal) - then repot the plant into an airy medium.

As it is already desiccated (wrinkly leaves), you'd do well to keep it very warm and very humid until it recovers.
