I agree with all the good advice you've already got on fertiliser. But a couple of things in your post I just wanted to answer.

I water my Phalaenopsis at any time of day BUT if you water later in the day just make sure you don't get water in the crown (which causes crown rot). Actually it's a good idea to avoid at any time of day but it has longer to evaporate before night if you water earlier. If you get water in the crown gently use something like kitchen towel to dab it off. Provided you don't get water in the crown you can water at any time of day.
Secondly a Phal should not need a winter rest as such. Some of the other types like Dendrobium need to have a dormant phase but Phals shouldn't. You may need to reduce watering just because cooler whether means the medium does not dry out as quickly but that's all.
