Not difficult to treat. Take the plant out of the pot and remove all the medium it's in. You'll want to rinse the plant, washing away anything/everything that doesn't belong and make sure that any trapped water that get's into the crown is wiped away. If you've got Physan 20, put 1/4 tsp. in water and let the plant bathe in it for about 15 minutes. You can use an antibacterial liquid soap as well and if you do use this, be sure to rinse around the roots before placing the plant back in it's new, cleaned pot. I would also advise potting the medium up above the roots. Your plant should be fine.
Good luck!
P.S. One thing I forgot to mention since you now have discovered little buggies is, Neem Oil. It'll elminiate mealies, little spiders and other unmentionables. It saved a lot of plants in my collection.

Envy I am not familiar with pervicur, as long as you use a fungicide that is SAFE for plants, you should be ok.

Hello Envy, the roots do look healthy as do the leaves but I have a question for Ross shouldn't the plant be deeper in the medium. I read somewhere that the Phal should be planted so that the bottom leaves are just at the medium. The little bugs may be those Gnats which thrive on decomposing medium. I don't think they will hurt anything but they are unpleasant to see. I would also maybe wash or flood the pot with Listerin the reg. kind that might help.
What do you think Ross??

Physan 20 is a mild, anti-fungal treatment. Anything similar should work fine. If you use an anti bacterial liquid soap (1/4 tspn), that should work as well. If you do use soap, just be sure to rinse the roots before potting it. Also, you should definitely use something such as Neem oil for the bug problems you reported. Let it work it's way into the medium without rinsing. Again, when potting the plant, be sure to cover those roots.

Try "Malathion" for a week or two and see what happens.
This should kill any bugs of any type.
Four drops to the quart. (like a liter)

Those look healthy roots to me.
The yellow ones look fine as well from the photo.
Are they firm?
The roots turn green when they can photo synthasis, you generally find the roots from the center of the pot are yellower. As long as they seem firm they should be fine.
You should worry if the roots are mushy as this indicates rot. You may get some hollow (but not mushy) roots that are old, but if most of them are like that it can be a bad sign as these do not absorbe water very well.
Your roots look good to me though, if that were my Phal I would not be worried.
