Whats going on with this Catts Leaves?

I dont know this has appeared several weeks ago- so much has happened since then that has distracted me from taking care of this, so I just wanted opinion overall of whats going on- is this fungus, bacterial ??
What can I use to treat it so it doesnt spread?...

Looks dehydrated to me. Its probably not getting enough water because you are underwatering it or because the roots have rotted off due to overwatering, therefore not allowing adequate uptake of water to the foliage. Hopefully its the first one!
