A couple of fertilizing questions

I was just had two questions about fertilizing my phal. Should I be fertilizing it while it's growing new roots? Or should I leave it alone for a little while? Unfortunately, I won't be able to tell when the new roots are established because it isn't in a clear pot.
My other question what strength fertilizer should I use if it's fertilizer specifically tailored for orchids? I've read on a couple of these threads that you should use half strength, but does this still apply when the fertilizer is Schultz Orchid Food?

There are many opinions and methods of fertilizing but what I've found works for me is to fertilize with every watering. Ray has a lot of great info on this. Look at the articles under Feeding your Plant:
