It's been mentioned here many times, but orchids don't do anything fast. They require tremendous patience. I personally wouldn't give up on lights unless I'd been using them consistently for a full year with no difference. They need the benefit of the increased lighting for months before they are ready to put out a spike, which, for your typical Phal hybrid will be sometime in the fall, and then bloom early the next year.

Also, I do have concerns about your night time temps. Mid-60s is probably fine, but if they spend many nights in the low 60s, that's probably too cold for their liking. I'm talking about the Phal hybrids here. It's my understanding Cattleyas can go a little lower, but hopefully someone else will chime in about that.

Most Catts won' t be bothered by the nighttime lows in the 60's F,. The hybrid Phals shouldn't have a problem with it if the days are warmer. The second part is very important when discussing cold tolerance in general.
