Phals. should do well outside in NO summers in full shade. They love high temperatures and humidity. In habitat they grow sideways on trees so water drains out of the crown, the growing point. Take care they don't hold water there. In my low humidity I don't need to worry about it, and water in my Phal. crowns evaporates quickly. But with your summer conditions it would stay longer than safe.
