My wife and I are confused if this is a flower bud or just newly grown roots. I hopd you guys can help.

It is hard to tell by the one pic. I dont even see the end. But to me I say what I can see looks like a spike.
But if you are asking about the short extention just above the leaf, with a white collar, it diffinently looks like a root. I originally thought you were talking about the long,narrow shoot on the right side of the picture (which doesnt look like a leaf),but that wouldnt be a bud.
