Default New leaves at top of stem

After being dormant our orchid had lost 90% of its roots and all of its leaves. It has started to regrow again. There are new leaves coming out at the bottom, but also 20 cms up the stem. Should we just leave those on, or are they supposed to be taken off, or...?

First, Welcome!
Don't cut anything! It sounds like it is desparately trying to live. What kind of orchid is it? A picture would help. What are geh growing conditions? (Temperature, watering, potting mix, light)

It's a purple Phalaenopsis. Photo 1 is how it looked last year.
Photo 2 is what it looks like now.
Photo 3 is the detail of a new leaf at the base.
Photo 4 is the detail of the new leaves halfway up the stem - which is what we weren't expecting. We were expecting a new branch there where flowers will grow on.
It has been in its original potting mix (from the florist) but I did remove the rotten roots after it went dormant. There was only one good root left.
It has been in the living room (19-20 degrees Celsius) - in a bright spot (but not direct sunlight) when it was in bloom, and in a darker corner when it was dormant.
It receives a splash of water every week.

The bare stem was the flower spike - it is natural for the flowers to drop eventially. The plant, however, is in distress. Those leaves on the flower spike is a keiki (Hawaiian for baby). If it grows roots, you can remove it and plant it in its own pot. You'll need roots that are around 7-8 cm long though. The plant is trying to survive. The leaf at the base may be a new growth (like the branch of a tree). That is another wat that it may be trying to survive. Don't cut that, it's not a separate plant.

Phalaenopsis don't go dormant. Eventually flowers drop, but the plant grows (or tries) continuously. If it is in its original mix, take it out, NOW. That old mix is likely a root-killer, though being large bark, maybe not so bad. When you unpot it, rinse the roots well. The outer coating (the velamin) is probably rotten, you can remove it easily with your fingers. Leave the core of the root(s) - the bare stringy things, They may be able to hydrate the plant, though not efficiently, but also will help to keep it stable in its new mix (sphagnum or medium bark, your choice), which is very important when it's growing new roots. When you water, it should flow through the pot, and then drain well - orchid roots want humid air, not soggy wet. Fresh medium will dry out faster, so water based on the plant's needs not the calendar. Welcome. I would have written almost the same as Roberta. Don't ever cut off roots, and don't be vigorous pulling on them. It's almost impossible to tell which are truly dead. There are a lot of videos online telling you to cut off roots, but I think that is a mistake. Would you root prune tomatoes?

20C is toward the lower range of what Phals prefer. If you could keep it warmer but still not in sunlight it would be happier.

Thank you so much for your help!
I've unpotted it, and you were right - the velamin was rotten indeed but not the core of the root. I've removed the velamin and put it in its pot with all new bark. I watered it all the way through and it has drained.
We will try to do the watering routine as required.
