I picked up a bag of pine fines
Then I realized most mixes use fir - Can I pot mini phals with this?

If it smells piney, I would be concerned about too much pine resin possibly harming roots.

Also, Phals (mini or otherwise) don't want to be in any sort of fine bark - they need air around their roots, medium bark would be much better.
