What am I supposed to do with this?

Hi, this is my first time here and my first time owning an orchid. I thought it was dormant, so I have not been paying too much attention to it. I have noticed, however, that there is a new tall shoot that looks similar to where the orchids were blooming the last time. Am I supposed to get a new U-shaped Wire and attach this new shoot so that it bends over like the original? Will the original stem re-bloom? I also see these big finger-like roots coming out from the bottom. They seem a bit shriveled versus how they were about a month ago. What should I be doing with this orchid now so that it continues to thrive in the future? Please see the photos I have attached. Thank you so much for all your help!
