What am I supposed to do with this?

Hi, this is my first time here and my first time owning an orchid. I thought it was dormant, so I have not been paying too much attention to it. I have noticed, however, that there is a new tall shoot that looks similar to where the orchids were blooming the last time. Am I supposed to get a new U-shaped Wire and attach this new shoot so that it bends over like the original? Will the original stem re-bloom? I also see these big finger-like roots coming out from the bottom. They seem a bit shriveled versus how they were about a month ago. What should I be doing with this orchid now so that it continues to thrive in the future? Please see the photos I have attached. Thank you so much for all your help!

Yes, your Phalaenopsis is reblooming. Congratulations! You can stake or wire the spike if you like, but it is not necessary.

Most indoor plants don’t actually go dormant in the true sense, and phals don’t go dormant in any sense. Their internal processes may slow down significantly as light and temperatures drop in the winter but they still need regular attention. If the new roots are not looking good it could be from lack of water, or from lower humidity. If the roots in the pot are healthy I wouldn’t worry too much about the wrinkles on the visible roots.
