Aliceara Stellar hasn't bloomed in years

I bought this Aliceara Stellar 3 years ago when it was just finishing blooming. It has grown well over the years producing many new shoots but has never bloomed for me. What can i do to encourage a flower spike?

How much light does it get? Do you supplement lighting in winter? Do you fertilize it? How are you watering? The pleated leaves mean it didn't get enough water when they developing.
