Don't cut roots... before you repot, rinse well under running water. (Any loose velamin, the coating on the roots, will wash off, and that is OK... it's the core of the root that actually moves water) Then with fresh medium that gives the root zone air, most problems with any sort of rot will tend to resolve naturally. Even a "bare" root core can help to hydrate the plant until it grows some good new ones. But other than roots, the plant has no way to take up water.

65 F / 18C on a steady basis is very cool for most Phals. They're not really happy until it's over 80 F / 26C. If they're kept in the cool range you need to be very careful about watering. Yes, people grow them like that, but it's tricky. Most Oncidium hybrids like 65 degrees.

Alright! I'm glad leaving it won't cause any problems, everything ive been finding says leaving it could cause continued rot issues

Ahh okay! I'll have to look into ways to warm it up over there then! I'm really hoping the phal works out for me because I adore the mini variety but I'm definitely going to look at Oncidium

a cheapo seedling mat (electric mat for starting seeds) is my go-to. They are pretty cheap, don't use a ton of electricity and the heat is mostly by the roots which is what you want. I got mine for around $15 on Amazon.

Sterilize the tool, not the cut. If you are cutting non root material you can coat the cut with cinnamon to help keep pathogens at bay until the cut dries. If youre trying to produce roots, warmth is more important than light.
