65 F / 18C on a steady basis is very cool for most Phals. They're not really happy until it's over 80 F / 26C. If they're kept in the cool range you need to be very careful about watering. Yes, people grow them like that, but it's tricky. Most Oncidium hybrids like 65 degrees.
