Repot it. Hybrid Phals are tough. If you want to use that pot, just put some styrofoam peanuts in the middle, or a few marbles, etc, if you're worried about pot size. Yes, soak the bark first, and don't use a lot of the fines in it if your bark isn't well-graded. When those green roots start to get silvery, water again.
