Some intergeneric hybrids can be in near-continuous growth and flowering. They spike at the appropriate time with new growth. Some spike midway through new growth development, some right after it's finished, and some a little later. I don't know about this particular plant, but it will usually be the same at every flowering. Flowering is controlled by when the plant wants to grow, and repotting won't affect when that will be.
Oncidiums don't mind repotting too much if you do it as new roots are just forming. I would not repot one at another time. New roots may begin just as the new growth begins, or it might be later in development.
I especially would not meticulously pull out all the old medium. This will severely damage remaining roots. Just gently shake off what falls off easily.
