If I scan the picture to a PDF will it upload correctly? Every time I upload picture it rotates incorrectly.

Digital photos aren't really 'rotated' as such. They just have the 'appearance' of being rotated - because the device (camera) we used was held in an orientation that was not in the 'up' position.
For a mobile phone ------- the usual 'vertical' orientation is not the 'up' position for photograph shots ------ even though a lot of photos are indeed taken with the phone held in the usual 'vertical' position.
Instead - the 'up' direction for mobile phones is the right-hand long edge of the phone. So when taking phone-pics, and if we rotate the phone so that the right-hand long edge becomes the TOP ------ then that's the 'up' position ------- and then all photos taken will look 'normal' when transferred to any computer.
The reason for 'vertically-taken' pics looking normal when we browse within our own mobile phone ----- is because a software in our phones reads the orientation information, and then displays the image so that it looks 'normal' to us ----- without actually changing the orientation information of the image file (stored in the image file itself in the phone's memory).
There are software that can help to read the image file, and see whether or not the image does contain orientation information ------ and then it can help make some permanent adjustments on the image file itself ----- basically amends the file based on the orientation information ----- and can save the image to a new file - so that amended image (together with new orientation information) will then forever be displayed in the way that looks 'normal' to us.
For those people using MS Windows computers, I have a software I use that works on my Android Samsung S2 mobile phone pics ------ but might work for other mobile phone pics too.
