I have several Phals all are doing very well except for one which seems to have gone stagnate with respect to new leaf growth. It presently has a very nice yellow flowering, but it has not put out a new leaf in over a year. It has recently sluffed off a leaf(very gradually went brown and dried up over a period of several months) and now another leaf has just begun to show a bit of browning on the very tip of another leaf. Currently this plant has only four leaves while the others have 9 -15. This plant gets the very same treatment as all the others which are growing and flowering very nicely. I am befuddled as to what might be the issue with this particular one.

It would be helpful to know a bit more. Is this Phalaenopsis a named species or hybrid, or a NOID? How long have you had it? What are your growing conditions, i.e., location (windowsill, greenhouse?) temperature, light, humidity, etc.?

And when's the last time you repotted/checked the roots in the pot?

Ditto the questions above.

While there very well might be a problem, the fact that the plant has only 4 leaves versus 9-14 may not be so problematic. I have a handful of Phals that hold on to only 3-5 leaves, and all are either species or primary hybrids. However, the plant should be growing at least one new leaf per growing season, so lack of growth would indicate that the plant isn't happy for one reason or another.
