I'm deeply skeptical this has any chance of working. Vanilla, or any plant, will bloom when it is large, strong or mature enough and gets the right conditions. If vanilla blooms only when it reaches the top of the tree it is because it needed that strong sunlight, not because it got burned. If such a treatment could force a small young vanilla plant to flower, it would endanger the plant that is not actually strong enough to support flowers or fruit. Any burn from a match is probably just going to kill the meristem and set the plant back until it can generate new growth from a lower node rather than accelerate blooming. I'd advise patience and giving the plant the best conditions and care that you can.
