If it still has leaves on the main growth, it hasn't gone fully dormant yet... sometimes they have to be pushed. I have a bunch of them that still have leaves, I haven't watered in nearly a month and they're finally starting to go. They sometimes do start the new growth before spring, but you don't want to "encourage" it... active growth will start soon enough. I think some of them are like little kids who whine "but I'm not sleepy" or "I want a drink of water" ... they do need to be encouraged to go to sleep, which is what withholding water does.
