Dehydrated phal

I have yet another orchid issue. This time, it’s an orange phal that I got from my sister. It’s being growing well for me for a few years, but I’ve noticed recently that its roots are shriveled. The leaves are fine, they look perfectly normal, but the roots are all wrinkly. We had a heat wave this summer, and I didn’t increase my watering, so that might’ve caused it. How can I help it? It’s potted in bark (although I’m going to mount it at some point) and sits in an east facing window.
