Dollythehun's explanation is absolutely correct: the buds grew in such close proximity that their tissues fused
. Whereas peloric flowers usually gain more radial symmetry (ie., you could rotate the flower and it would still look similar/same), fasciation destroys radial symmetry.

tl;dr: pelory = normally bilaterally symmetrical (not very symmetric - only one line of symmetry) flowers become radially symmetric/just somehow more symmetric
fasciation (what happened with your plant) = parts fuse. although your flower seems to be more symmetric with the extra petals, parts have fused and destroyed the symmetry.
also, pelory is usually a genetic trait while fasciation is by chance.
