Sounds like the thing had been weakened by the cold while in transit. Repotting is stressful to a plant and if the old- and new media are different, there will be some root loss. Repotting it again just adds to the stress.

Look up C&C Orchids on Facebook and get a bottle of KelpMax. It's the best way to stimulate root growth.
