I don't think the plant makes decisions about making new growth. A natural mechanism or process is occurring - such as, if energy is no longer used, or can no longer be used for new leaf growth, then that energy could be channeled towards other activity, like plant propagation - producing new growth somewhere else.
As for cutting off a keiki for propagation - it should be safe to cut off after some significant leaf growth has occurred, and when the roots are relatively long, like a couple of inches or more. The more the better maybe.
