Those roots don't look all that bad, bit it does look like it needs repotting. However, unless there are new roots emerging from the base of the plant, which often coincides with the emergence of a new growth, I'd wait.

UPDATE: The seed pods pretty much shriveled completely up. I cut the better looking one open and it appeared some seeds had started to form on the sides. Now what do I do, do I cut the whole sheath off or just the spike as far as it will go?
