Is it a sign of poor health if one spike blooms much earlier than the second spike?

Not that I'm aware of. Usually poor health is indicted by miscolored leaves, wrinkling in the leaves, mushy soft roots, or sudden loss of flower buds.
Do you know what kind of orchid you have, by chance?

That in itself is nothing to worry about. Does the plant seem healthy, or are there other concerns?
